我现在收到的是HWU的confirmation of a Place to study, 后面写着一句：
The University required proof of the following documents in order to assess this individual's academic ability to complete the course and be issued with an unconditional offer:
Copy of degree certificate
Copies of previous academic transcripts
References
Copies of level of attainment in English language proficiency

我想请问这个算不算是unconditonal offer吗，因为前面一页下面的item有一个是offer：unconditional。另外，上面我列出来的话的意思是让我拿这些东西去换unconditional offer还是拿这些东西去签证？因为我看到有同学提到他们的visa letter中也有这些文字内容（assess one's academic ability和列举的材料）。如果要换unconditional offer，他们提到的这些东西我应该寄给谁啊？
