Position:              Project Manager: Low Carbon High Growth Programme
Grade: LEII
Position Code: 4575012
Contract duration: Fixed - term contract of one year, subject for renewal
Position Open to: Qualified Chinese Nationals and British Nationals with valid ‘W’ or ‘Z’ visa


Background:

The successful candidate will be responsible for the development and implementation of projects within a programme at the heart of the UK’s foreign policy objectives in China. Achieving a low carbon, high growth, global economy is essential for the UK’s economic stability and prosperity.  Our Low Carbon High Growth (LCHG) Programme, seeks to create real, measurable outcomes supporting the necessary institutional, policy and investment frameworks to deliver a high growth low carbon economy.  The China LCHG programme is funded by the Strategic Programme Fund of the British Foreign and Commonwealth Office (FCO), and is one of the largest and most existing programmes supported by the FCO.

The successful candidate will have responsibility for taking a strategic programmatic approach to developing new projects, working in partnership with policy leads and national and foreign project implementers. Their ability to assess the value for money and potential impact of projects is key to this role. They will manage the implementation of existing projects throughout the whole project lifecycle, ensuring good risk and financial management of projects.  

Main Duties:
Managing and delivering new and existing project portfolio, including financial management.  
Monitoring and evaluation of the existing project portfolio by maintaining regular contact with project implementers and attending project events.  
Project reporting, including financial reporting and progress reporting on key project impacts.
Developing and maintaining partnerships with national and foreign project implementers, including government departments, research institutes, and consultants among others.
Developing new climate change and energy projects by identifying strategic opportunities to influence change and impact.
Organising nation-wide calls for SPF project proposals.
Organising project events and presenting project outcomes.
Communication and awareness raising of the SPF LCHG programme to potential and existing implementers and the wider public.

Requirement on competencies and skills:
A minimum of 2 years project management experience, including: designing new projects, setting specific outputs, outcomes and indicators, developing activity based budgets and monitoring and evaluation.  
A minimum of 2 years experience in climate change, energy or environmental science issues.
Ability to work strategically and to take a programmatic approach to project development.
Strong analytical ability and proven record on delivering results.
Excellent team working skills with flexibility to cope within a dynamic team and workload.   
Demonstrated experience in successful partnership working.
Proven organisational, communication and presentation skills.
Excellent written and spoken communication in both English and Chinese

Other requirement:
“Beijing Hukou” is desirable.
Ability to obtain satisfactory security clearance


General conditions:

The salary for this position is based on LEII salary scale of the Embassy. The successful candidate will be employed under locally employed staff conditions within the British Embassy.  Conditioned working hours is 35 hours/week from Monday to Friday.
