Background

The UK is working in partnership with the Chinese government to support an accelerated shift to a low carbon economy in China, and to help China adapt to the impacts of climate change.

The British Embassy Beijing is recruiting for new staff to join the busy and enthusiastic 12-person Climate Change and Energy team.  The team works to tackle one of the most important challenges facing the global community - how to avoid the impacts of unchecked climate change.  This position will work close with different sections within the British Embassy Beijing and Consulate-Generals in Shanghai, Guangzhou, Chongqing and Hong Kong to promote a shift to a low carbon/high growth development path.  

Main duties

• Report domestic policy developments related to climate change and energy efficiency at both national and provincial levels.  The jobholder will need to make and maintain senior contacts with key Chinese government departments, academics, journalists and NGOs to make sure they are up to date with latest developments. They will need to produce timely analysis and reporting for a UK government audience.  Examples of the sorts of areas to be covered by the officer include: timing and influencing of the next 5 Year Plan; mitigation in the Power Sector, China’s overall emissions trajectory, mitigation in key industrial sectors; overview of effectiveness of China’s mitigation policy; impact of the economic downturn on climate change activity.

• Policy advocacy on the British Government’s climate change agenda with Chinese Government and institutions. Lobbying of key contacts, presenting policy, giving speeches, participating in seminars, workshops and other relevant events.

• Identification of new areas of cooperation and development of projects that will support China’s domestic transition to a low carbon economy, including support to China’s energy efficiency measures in industrial, buildings, transport and power sectors. Management of multi-year projects to ensure they are delivered on time and on budget.

• Management of one member of the ‘Domestic Mitigation’ team.

Key requirements

• Experience of climate change, energy, environmental science issues and/or experience of policy advocacy work.
• Proactive and flexible; ability to work within teams and to manage other staff
• Project management experience would be an advantage
• Strong analytical ability and proven record to deliver in a work environment
• Excellent written and spoken communication in both English and Chinese; a willingness to articulate your own point of view is essential
• Ability to obtain satisfactory security clearance
• Beijing ‘Hukou’ is desirable





General conditions:

We offer a competitive package, which includes basic salary, performance related bonus, good leave entitlement and insurance plan, multi-cultural environment, well-designed training and development opportunities etc. The successful candidate will be employed under locally employed staff conditions within the British Embassy.  Conditioned net working hours are 35 hours/week from Monday to Friday.
